Applicant-ENP enrollment questions
Enrollment, fees, account features, commissioning, and QLegal policies for lawyers applying as Electronic Notaries Public.
Who may enroll?
A lawyer who intends to apply for an Electronic Notarial Commission may enroll with QLegal as an applicant-ENP, subject to QLegal's verification and onboarding requirements.
The Supreme Court's current requirements for an ENP include:
- Membership in the Philippine Bar in good standing;
- Compliance with MCLE requirements;
- Compliance with Unified Legal Aid Service (ULAS);
- Philippine residency of at least one year;
- A regular place of work or business anywhere in the Philippines; and
- No final conviction for a crime involving moral turpitude.
What is the QLegal enrollment process?
Step 1 — Create a QLegal account
Complete the QLegal ENP registration form and provide the required professional information.
Step 2 — Complete identity and professional verification
QLegal will verify the information submitted and may request supporting documents.
Step 3 — Complete ENP orientation/onboarding
The applicant receives an orientation on the QLegal platform, its electronic notarization workflow, security features, compliance requirements, and applicable policies.
Step 4 — Obtain the QLegal Electronic Facility Provider Certification
Upon satisfying the applicable QLegal requirements, QLegal issues the Electronic Facility Provider Certification required for the applicant's ENP application, subject to QLegal's current procedures.
Step 5 — Apply for an Electronic Notarial Commission
The lawyer submits the required application through the Philippine Judiciary Platform/eNotary Portal and completes the Supreme Court's commissioning process. The Supreme Court currently lists the Electronic Facility Provider Certification among the documentary requirements for an ENP application.
Step 6 — Submit proof of commission to QLegal
Once the Electronic Notarial Commission has been issued, the lawyer submits the applicable commission information to QLegal for verification.
Step 7 — Activate the ENP account
Upon successful verification, the applicant's QLegal account may be upgraded to an Active ENP Account, allowing the lawyer to use the applicable QLegal electronic notarization functions.
QLegal's Electronic Facility Provider Certification is intended to confirm that the applicant has completed the applicable QLegal enrollment/orientation requirements and is enrolled with QLegal as an ENP user.
Expected QLegal processing time

Important distinction
The QLegal certification timeline is separate from the Supreme Court's ENP commissioning timeline.
QLegal cannot guarantee the time required by the Supreme Court to review, hear, approve, or issue an Electronic Notarial Commission.
The Supreme Court's published ENP process includes account registration, submission of the eNotary application and documents, processing, posting of notice, virtual summary hearing/opposition, action on the application, and issuance of the commission if approved.

A trial account may allow the applicant to experience:

- Transaction workflow; and
- Reporting features.
Trial accounts are for demonstration/testing purposes and should not be represented as authorization to perform actual electronic notarial acts unless the lawyer has been duly commissioned and the applicable QLegal account has been activated for production use.
