Apply for an Electronic Notarial Commission (ENC) with the Supreme Court of the Philippines and enroll with QLegal, an Electronic Notarization Facility (ENF), to conduct electronic notarial acts through a secure digital platform.
Electronic notarization is governed by the Supreme Court's Rules on Electronic Notarization, A.M. No. 24-10-14-SC. It is an alternative to traditional notarization and applies to eligible electronic documents.
Who Can Apply?
You may apply for an Electronic Notarial Commission if you meet the qualifications prescribed by the Supreme Court. Supreme Court ENP journey
An applicant must:
- Be a Member of the Philippine Bar in good standing;
- Be compliant with Mandatory Continuing Legal Education (MCLE) requirements;
- Be compliant with Unified Legal Aid Service (ULAS) requirements;
- Have been a resident of the Philippines for at least one (1) year;
- Maintain a regular place of work or business anywhere in the Philippines; and
- Not have been convicted by final judgment of any crime involving moral turpitude.
Important: Enrollment with QLegal does not by itself make a lawyer an Electronic Notary Public. The Electronic Notarial Commission is issued by the Supreme Court through its Electronic Notary Services.
What You Will Need
The Supreme Court currently identifies the following documentary requirements for an ENP application:
- Passport-sized photograph taken within 30 days prior to filing the application;
- Proof of payment of the application fee through the Judiciary ePayment System (JePS);
- Certificate of Good Standing issued by the Office of the Bar Confidant (OBC);
- Certificate of No Pending Case issued by the Integrated Bar of the Philippines (IBP);
- Affidavit of Undertaking to Execute Notarial Acts in accordance with the Rules on Electronic Notarization;
- Affidavit of Undertaking to comply with the Electronic Notarization Data Sharing Guidelines;
- Digital copy of your Electronic Notarial Seal; and
- Electronic Facility Provider Certification through QLegal enrollment.

How the QLegal + Supreme Court Process Works
Step 1: Create Your QLegal Account
Create your professional QLegal account and complete your ENP profile.
During enrollment, you will complete the required QLegal onboarding and orientation covering the QLegal ENF, its available functions and features, and the electronic notarization workflow.
Upon successful completion of the applicable QLegal enrollment requirements, QLegal will issue your Electronic Facility Provider Certification, which you may include among the documentary requirements for your Supreme Court ENP application.
Your QLegal certification is not an Electronic Notarial Commission. The authority to commission an ENP remains with the Supreme Court.
Step 2: Register for a Philippine Judiciary Platform (PJP) Account
Before submitting your ENP application, register for an account with the Philippine Judiciary Platform (PJP).
According to the Supreme Court, Philippine Bar members registering with the PJP should prepare:
- Latest unretouched photograph;
- Government-issued ID, front and back; and
- Company ID or a second government-issued ID, front and back.
The Supreme Court states that applicants may use a valid professional email address and are not limited to a PJ365 email address.
Step 3: Prepare Your Supreme Court ENP Application
Complete the Supreme Court's Electronic Notarial Commission application and prepare all required supporting documents.
The Supreme Court's current ENP application process consists of:
- PJP account registration;
- Access to the eNotary Portal;
- Completion of the eNotary Application Form;
- Uploading of the documentary requirements;
- Submission of the application;
- Processing of the application;
- Posting of notice and conduct of a Virtual Summary Hearing, including the applicable opposition process;
- Action by the Electronic Notary Administrator (ENA); and
- Issuance of the Electronic Notarial Commission if the application is approved.
Applicants should always use the current links and instructions published by the Supreme Court, as online portals and procedures may be updated.
Step 4: Complete the Supreme Court Commissioning Process
After submission, your application will undergo the Supreme Court's prescribed review and commissioning process.
This includes the applicable notice, Virtual Summary Hearing, opposition period/process, and action by the Electronic Notary Administrator.
QLegal does not determine whether an applicant is qualified for an Electronic Notarial Commission and cannot guarantee approval.
The Supreme Court determines whether an applicant is granted an Electronic Notarial Commission.
Step 5: Receive Your Electronic Notarial Commission
If your application is approved, the Supreme Court will issue your Electronic Notarial Commission (ENC).
Once commissioned, you become an Electronic Notary Public (ENP) authorized to perform electronic notarial acts in accordance with the Rules on Electronic Notarization.
The Supreme Court states that a commissioned ENP may perform electronic notarial acts for principals located anywhere in the Philippines.
An ENP may also perform Remote Electronic Notarization for a principal located outside the Philippines when the conditions prescribed by the Supreme Court are satisfied, including the principal's presence at a Philippine embassy, consular office, or Philippine Honorary Consul's office and confirmation by the designated officer.
Step 6: Activate Your QLegal ENP Account
After receiving your Electronic Notarial Commission, upload your commission status certificate in your QLegal account. QLegal will verify your commissioned ENP status and, upon completion of the applicable activation requirements, your QLegal ENP account will become active.
Your account may then provide access to the applicable QLegal electronic notarization functions and services. QLegal is an Electronic Notarization Facility; it does not issue the Electronic Notarial Commission.
Step 7: Start Electronic Notarization
Once your QLegal ENP account has been activated, you may use QLegal's accredited Electronic Notarization Facility to perform electronic notarial acts authorized under the Rules.
The Supreme Court's Rules on Electronic Notarization cover:
- Acknowledgment by Electronic Means
- Affirmation or Oath by Electronic Means
- Jurat by Electronic Means
- Signature Witnessing by Electronic Means
Notarial wills and depositions are not covered by the Rules on Electronic Notarization.
IEN and REN under the Supreme Court framework
QLegal supports the electronic notarization workflow through the applicable In-Person Electronic Notarization (IEN) and/or Remote Electronic Notarization (REN) capabilities of the ENF.
- IEN — the principal and witnesses, if any, physically appear before the ENP while using the ENF.
- REN — the principal and witnesses, if any, appear before the ENP through the ENF's videoconferencing facility.
